Dr. Lakhdar Boukerrou who held different positions with private, government, and academic institutions where he performed a variety of duties, has a wide-ranging managerial experience which includes holding different positions with private, non‐profit, government, and academic institutions both in the US and abroad in international development, project management, training programs design, and monitoring and evaluation.  He used his experience to develop numerous institutional and human capacity-building programs funded by the US and international organizations for participants from different countries.  He has broad experience managing finances and operations of small to multi‐million-dollar programs in several countries including Algeria, Egypt, Turkey, Rwanda, Burkina Faso, Ghana, Niger, Cote d’Ivoire, and the United States.  More recently, he served as the Regional Director/Chief of Party for the USAID WA-WASH Program in West Africa.  He also served as a resource person, subject matter expert, and organizer/co-organizer for USAFRICOM funded Water and Environmental Security symposia in Burkina Faso, Cameroun, Cote d’Ivoire, Djibouti, Malawi, Sierra Leone, and Uganda.  This has given him an excellent understanding of the private, non‐profit, and academic environments as well as government contracting requirements (rules and regulations).  He consulted for the World Bank, The Global Mechanism of the United Nations, the Islamic Development Bank, the UN Global Environment Facility, the UN Convention to Combat Desertification, academic institutions, Fortune 500 companies, and small businesses in the US and abroad.

These professional experiences have given Dr. Boukerrou a unique perspective on financial management, operations, and human resources management as well as local and international development which allows him to efficiently and proactively perform in any position and to respond to funding agency needs and directions.

Dr. Boukerrou has excellent technical writing and editing skills and is very proficient and detail‐orientated in the preparation of various reports including financial, technical, semi‐annual, annual well as work plans and monitoring and evaluation plans as needed/required by funding agencies as well as other stakeholders including state, federal, and in‐country agencies to inform and/or to meet contractual requirements.  His cross‐cultural experience and excellent communication skills with fluency in Arabic and French with some elementary Spanish language capabilities allow him to function in a variety of cross-cultural environments and many regions of the world.

Dr. Boukerrou has excellent partnership-building skills leading to the development of successful and sustainable partnerships with a number of organizations around the world. Dr. Boukerrou is currently implementing US-funded projects in Egypt, Algeria, Morocco, and South Africa.
